In the draft version of the witness statement for Rob Morton's small claims court case against RCL, David Levy and Suzanne Martin decided to remove all reference to China as it "sounded cheap and we have claimed UK".
The original Indiegogo campaign stated "Our Indiegogo campaign is to raise funds to manufacture the first 2,500 or more units of the Vega+ in the UK, and to prepare us for the second production run."
In Indiegogo update 46 on March 10th 2017, RCL stated that despite rumours, manufacture had NOT been switched to China and that RCL were committed to a UK product:

The Difference between a Failed Project and a Late Project
Although the Vega+ project has been beset by delays Retro is still working to deliver it. Earlier this month the company took delivery from (China) delete China is sounds cheap and we have claimed Uk of a second set of the metal tools that will delete will insert have been used to mould the plastic components of the Vega+. These revised tools accommodate the new improved design of the Vega+ following feedback from testers and retailers.
The Claimant does not distinguish between a crowdfunding project which fails and one which is merely delayed, as Retro’s is. Delays in launching products are far from uncommon in the consumer electronics field, even for some of the giants of this field such as Apple and Sony. Some crowdfunding projects do fail, and Indiegogo’s web site explains that risk:
“What happens to my money if a campaign fails?
When you contribute to a crowdfunding project you are supporting a startup or a new creative endeavor. The reality is that many startups and new ideas - and even some established business - fail. This is why it’s important for each contributor to assess the risks of the project to determine if they are willing to accept them before supporting a campaign.”
But, as stated above, the Vega+ project has not failed. The company has demonstrated working units at public events such as WIRED 2016, and remains determined to complete the testing and debugging of the ( delete) deliver the Vega+ software prior to launching the again delete product to all backers and to the retail market.
The company has divulged to all its campaign backers, by email and elsewhere online, some of the details of the reasons for the delays, but due to ongoing investigations and litigation into the sales of the original product (the Vega) and the misappropriation of funds, the company has been advised by its lawyers to remain silent on many of the other details.
With regard to the Claimant’s Particulars of Claim I make the following comment:
As explained above, and although later than Retro had hoped, I fully expect that the perks will be delivered. Whereupon the Claimant will receive a Vega+ and his name will be on the roll of honour.
I believe that the facts stated in this witness statement are true.

A tiny amount of the promised 400 have been spotted in the wild and there's not a single positive review.
RCL really do seem to be trying to "go for broke" here, with their lawyers now contacting them to chase over a quarter of a million pounds in unpaid fees...
